PURPOSE AND CREATION

The purpose of the Florida Resiliency and Energy District (FRED) is to levy and collect voluntary, Non-Ad valorem special assessment through the local Tax Collector’s office.

MEMBERSHIP ​

  • Over 224 local Florida communities have joined the Florida Resiliency and Energy District. A municipality can join FRED through a resolution and membership agreement which enable property owners within their boundaries participation in the Commercial PACE program. ​

  • Once FRED has the approval of the local community and service agreements in place with the Tax Collector and Property Appraiser, the local community can be eligible for Commercial PACE. 

COMMERCIAL PACE 

  • ​Learn more about Commercial PACE Program, including how property owners are eligible, what qualifying improvements are included and the benefits of C-PACE Financing. 

CAPITAL PROVIDERS

  • Capital Providers can provide upfront financing to commercial property owners for qualifying improvement projects, and to collect the repayment through annual assessments on the property’s tax bill.

  • Each Capital Provider, also known as a Program Administrator, must go through a multi-step process before providing financing to a PACE enabled community through the FDFC PACE Program.  Learn more about our approved Capital Providers. ​

​​​​SERVICES

The Florida Resiliency and Energy District facilitate the financing of Qualifying Improvements through a Property Assessed Clean Energy (PACE) Program, in accordance with Section 163.08, Florida Statutes, and provide an efficient process for real property owners within the legal boundaries of the district to access and administer the PACE program. 

The FDFC provides all administrative services and their PACE program to FRED, which allows local communities to have a turnkey platform for providing PACE to their constituents. Communities can join FRED through a Resolution. Once FRED has the approval of the local community to join and service agreements in place with the Tax Collector and Property Appraiser, the local community can be eligible for PACE. ​

REVENUE INFORMATION
